FINANCIAL REPORT
• Approval of the Financial Report for the month of November 2024. (Roselyn Miller)
• BOC is 12.57% over their target % and have spent $687,032.
• Courthouse Maintenance is 33.36% over their target % and have spent $1,588,132.
• Election Board & Voter Registration is 12.61% over their target % and have spent $2,405,786.
• Risk and Safety is 17.63% over their target % and have spent $423,462.
• Probate Court is 21.64% UNDER their target % and have spent $729,586.
• Superior Court Felony Drug Court is 56.11% over their target % and have spent $536,286.
• Senior Citizen Services is 16.96% over their target % and have spent $1,970,316.
• Animal Control Services is 1.91% over their target % and have spent $1,722,394.
GRANTS
4. Approval to accept Enhancement and Innovations Subgrant from the Criminal Justice Coordinating Council in the amount of $6,000 and authorize the Chairman to sign all related documents pending final legal review. (Joshua Bess)
5. Approval to accept the FY24 Edward Byrne Memorial Justice Assistance Grant (JAG) from the Bureau of Justice Assistance (BJA) (15PBJA-24-GG-04597-JAGX) in the amount of $18,085 with no match, to continue the operation of the Douglas County LINK program, establish the budget and authorize the Chairman to sign all related documents pending legal review. 6. Approval to accept the GOCAT-000180 Grant from the Georgia Opioid Crisis Abatement Trust in the amount of $270,819 with no match required, establish the grant budget, and authorize the Chairman to sign all related documents pending final legal review. (Karen Alexander)
• The funds will support the proposed Douglas County Opiod Court Expansion in the area of Treatment for Criminal-Justice involved individuals.
• Douglas County had 22 opiod-related deaths in 2022 which is a 5.1% increase since 2018. There were 106 opiod related emergency department visits in 2022 which is a 6.3% increase since 2018.
• Funds include 260 group mental health court sessions, 98 evaluations, 175 individual sessions, a $7,378.50 administrative fee (one year), a lab manager who will be paid $37,500, 40 doses of Narcan, 25 one week stays at the Comfort Inn in Douglasville, Georgia for emergency housing for participants, medication management at $48,000, housing/transport for $48,000, surveillance for $19,890, a passenger van for $48,720.
BUSINESS ITEMS
7. Approval to renew an agreement with Comprehensive Program Services, Inc. (CPS) and the Douglas County Sheriff's Office for the period from 1/1/25 - 12/31/25 to provide technical support, administrative management, preventive maintenance, and repair services for all security electronics systems installed by Black Creek Integrated Systems Corporation (BCIS) in the total amount of $191,466.29 to be funded through the Sheriff's Office's budget and authorize the Chairman to sign all related documents pending final legal review. 8. Approval of the corrected amount of $16,185 on the renewal agreement with Control Concepts originally approved 9/5/2024 in the amount of $14,490 (difference of an additional $1,695) to be funded through the Sheriff's Office's budget and authorize the Chairman to sign all related documents pending final legal review. 9. Approval for the Douglas County Sheriff's Office to renew an annual agreement for the period of January 1, 2025 - December 31, 2025 with Basesix to conduct annual fire alarm inspections and semi-annual detector cleaning in the amount of $19,209.00 to be funded through the Sheriff's Office budget and authorize the Chairman to sign all related documents pending legal review. 10. Approval of 2025 Douglas County Tax Commissioner's Resolutions. (Greg Baker)
• The first resolution is to authorize the tax commissioner to waive certain amounts of taxes owed.
• The second resolution is to delegate authority to the board of tax assessors and tax commissioner to process and administer refunds for taxes and license fees erroneously assessed and collected. For example, “clerical errors and overpayments.”
• The third resolution is to authorize the tax commissioner to sell property for less than amount of taxes owed and demolition costs incurred.
• A fourth resolution states that it is a Douglas County Board of Commissioners Resolution and states that charges for street lighting in each street light district will be paid with “ad valorem tax billed to each lot or lot resident within each Street Light Tax District.” Prices are $65/year for residential subdivisions, $65 per year per 50 feet of street frontage for commercial property.
• A fifth resolution states that it will authorize the tax commissioner to waive certain amounts of interest and penalties owed.
• A letter from the tax commissioner to be signed by the BOC Chair states that the tax commissioner has the power to collect a fee of $35 for the “Delinquent Administrative Fee” of each person who is late paying property taxes by 30 days past the due date.
• A sixth resolution states that the BOC authorizes acceptable forms of payment for ad valorem taxes.
11. Approval of Intergovernmental Agreements with the City of Douglasville, the City of Austell and the City of Villa Rica for the Douglas County Tax Commissioner to provide tax collection services for each city and authorize the Chairman to sign all related documents pending final legal review. 12. Douglas County Tax Commissioner to assume responsibliies of accepting, processing and approving Homestead applications from the Douglas County Board of Tax Assessors effective January 1, 2025. (Greg Baker)
13. Approval of Memorandum of Understanding between the Board of Regents of the University System of Georgia and Douglas County for Affiliation to allow the Douglas County Emergency Management Agency to offer internship opportunities to Masters and Doctoral students in the UGA Institute for Disaster Management Program with no budget impact and authorize the Chairman to sign all related documents pending final legal approval. 14. Approval of a contract for the Parks & Recreation department to collaborate with the Board of Education for an ice skating event (Legacy on Ice) at the Legacy Arena at no cost to the County and authorize the Chairman to sign all related documents pending final legal review. (Chad Griffin)

Background/History/Details:
The Parks and Recreation Department was recently approached by representatives from the Legacy Arena with a proposal to collaborate with the Board of Education on our existing "A Christmas to Remember" holiday events. They suggested relocating our ice skating, vendor market, and accompanying activities from Deer Lick Park to the Legacy Arena. This partnership aims to enhance the experience for our community and provide a more spacious and accommodating venue for our festive activities. Additionally, the Legacy Arena is generously being offered free of charge.
15. Approval of a contract with Turf Tank in the amount of $16,000 to be funded through the Parks and Recreation Budget for a 1-year subscription for Turf Tank to provide autonomous robots to mark lines on sports fields and authorize the Chairman to sign all related documents. (Chad Griffin)
16. Approval of an annual contract with Georgia Administrative Services for third-party administration of workers' compensation claims to be funded by the existing workers' compensation budget and authorize the Chairman to sign all related documents pending final legal review. (Justin McDermott)
17. Approval of the Atlantic Coast Consulting Task Order 2024-7 in the amount of $1,500 to be funded through the Landfill Department's budget and authorize the chairman or vice chairman to sign all related documents pending final legal review. (Heath Cowart)
18. Approval of subrecipient agreements to be funded by ARPA for the following organizations: Cobb & Douglas Public Health- Safe Kids ($35,000) and JC Freedom House ($58,000) and authorize the Chairman to sign all related documents pending final legal review. (Jill Hopson)
19. Approval for the Chairman to confirm that the full scope of work and all environmental requirements have been followed for the Fairburn Road Senior Center as outlined in the documents submitted to the US Department of Treasury to ensure compliance with National Environmental Policy Act (NEPA) and authorize the Chairman to sign all related documents pending final legal review.
