Public Hearing for a request for a Certificate of Compliance with the Metropolitan River Protection Act that has been filed by the Douglasville-Douglas County Water & Sewer Authority for the modification of the existing Dog River Main and East Dam & construction of a new spillway to provide a reliable water supply for Douglas County through 2065. 6. Approval of a Letter of Support for the South Metro RiverLands Greenway 2025 RAISE Grant Application to be submitted by the Trust for Public Land through the Atlanta Regional Commission and authorize the Chairman to sign all related documents pending final legal review. (Allison Duncan)
Background/History/Details:
The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant is a federal funding opportunity for investment in road, rail, transit and port projects. Douglas County has partnered with several metro communities, along with the Trust for Public Land, to support development of the Chattahoochee RiverLands multi-use trail. In 2023 and 2024, Douglas County has submitted a letter of support for funding through this grant. The grant will be submitted by the Atlanta Regional Commission. This request for approval of the Chairman to sign the letter of support as a part of the grant application.
A letter written by BOC Chair Jones stated that “This multi-modal, regional trail project, located on the southside of Atlanta, will improve connectivity to other shared-use trails, provide transportation choices to and from jobs and schools, connect people to public resources and recreational amenities, and increase quality of life for residents that have been historically underserved.”

7. Certificate of Approval for The Reserve at Clocktower Preliminary Plat (Allison Duncan)
Background/History/Details:
This Preliminary Plat has been signed off by the Douglas County DOT, Douglas County Engineering Department, Douglas County Environmental Health Department, and Douglas County Fire Marshal. The DDCWSA has approved the Preliminary Plat as a concept, but final design is subject to design and construction standards. This is a 37-unit, major subdivision proposing single-family attached townhomes with a density of 3.84 units per acre.
Would be located at 2560 Fairburn Road.
There was NO statement from the Douglas County Board of Education as to how many additional students this would put into schools. If each townhome has two children, that would be an additional 74 children.
8. Approval of a contract with Motorola for the Rave Mobile Safety Alert System in the amount of $21,800.00 to be funded through the Emergency Management budget and authorize the Chairman to sign all related documents pending final legal review. (James Queen)
Background/History/Details:
Rave Mobile Safety is a system similar to the OnSolve CodeRED that we currently use for reverse 911, or emergency notifications for those who have opted into the system. A change to Rave Mobile Safety is being recommended due to problems that have presented themselves over the past year, particularly concerning the speed at which alerts are put out and changes in the user interface that have created additional problems. While Rave is the middle cost bid of three that were sought, the cheapest was OnSolve, which has problems with the current system. We now seek to use Rave as the emergency notification system for Douglas County.
Note: $62,403 for three years.
9. Approval of Service Agreement with Graybar Electric Company to remove and replace light fixtures and lamps around the pool area in the amount of $42,614 to be funded through Boundary Waters Aquatic Center budget and authorize the Chairman to sign all related documents pending final legal review. 10. Approval to amend the Fire Department's budget to accept an anonymous donation in the amount of $10,000.00. (Chief Allen)
11. Approval of Commercial Roofs 4 Less to perform an emergency roof reskin to repair the leaking roof on Douglas County Fire Station #10 in the amount of $63,600.00 funded by the 2022 SPLOST and authorize the Chairman to sign all related documents pending final legal review. (Chief Allen)
Note: Commercial Roofs 4 Less is based out of Cumming, GA and is owned by Blake Hauger. An Emergency Justification Form was filed out by Fire Chief Miles Allen on January 2 which stated the date of incident was December 29, 2024. Allen stated that the roof “has had several repairs over the last 20+ years that hasn’t held for some time.” It was stated that Roofs 4 Less was chosen from a vendor list and they were the only company to respond. In a January 2 email included in the agenda packet, Director of Procurement Anthony Q. Choice stated “While the need is there, I don’t see where it constitutes the emergency based on the definition listed. The storm just brought forth what needs to happen. I will contact Chief Allen soon to discuss this matter however, I’m not going to approve this as an emergency purchase just yet.”

12. Approval to renew the annual Agreement of Douglas County Fire and EMS Department’s Medical Director, Dr. Raymond L. Fowler, in the amount of $15,000.00 funded by the Fire Department’s 2025 Budget and authorize the Chairman to sign all related documents pending final legal review. (Chief Allen)
13. Approval for the Board of Elections & Voter Registration to enter into a Lease Agreement for annexed office space in the amount of $2,895 per month to be funded by the Board of Elections budget and authorize the Chairman to sign all related documents pending final legal review. (Milton Kidd)
Note: Shops at 6374 intend to be rented. This is a small strip mall. The contract states it is “to be used for the purpose of housing election equipment; training poll workers on election equipment; maintenance of election equipment, etc.”
14. Approval for the Board of Elections & Voter Registration is to enter into a Lease Agreement for warehouse storage space in the Amount of $991.94 per month to be funded through the Board of Elections budget and authorize the Chairman to sign all related documents pending final legal review. 15. Approval to submit an encroachment permit, maintenance and mowing agreement and a letter of support for SR 166 @ Chapel Hill Road Roundabout Project, to Georgia Department of Transportation, with no impact to the budget and authorize the chairman to sign all related documents, pending final legal review. 16. Approval to accept a deductive change order from Summit Construction & Development, LLC, in the amount of $626,919.59, in connection with the Spine Road Project and authorize the chairman to sign all related documents, pending final legal review. (Suleman Rana)
17. Approval to accept supplemental agreement # 1 with Lowe Engineering, LLC, in the amount of $1,869,731.83, in connection with Design Services for PI 0013563 Lee Road/ S. Sweetwater Rd Widening Project, to be funded by 2016 SPLOST funds and 80% to be reimbursed by Georgia Department of Transportation, and authorize the chairman to sign all related documents, pending final legal review.
